SDE je uspel oblikovati zametek e-poštne liste evalvatorjev s področja nekdanje Jugoslavije. To je prvi korak v smeri oblikovanja regionalne mreže evalvatorjev in obenem tudi začetek priprave podlag za prve regionalne projekte. Slovenskih evalvatorjev doslej o tem nismo obveščali, ker smo najprej hoteli kaj doseči, da pred kolege/ice ne stopimo s prazno vrečo v roki. Tako zdaj Lista že dokaj solidno pokriva področje Hrvaške, Srbije in Bih. |

CAF (Common Assessment Framework) is self-assessment tool for organisations in public sector in EU, which promotes itself as an universaly applicable. Results of our comparative assessment suggest less enthustic approach based on deeper undestanding of the complex functioning of public organisations.

As increasingly complex, contemporary societies fail to resolve their aggregation and integration problem, which obstructs their ability to reach wide social consensus on the content and process of social change. It appears that holistic transformation is not feasible which de-legitimises system structures and leads society to disintegration. |

Societies have been increasingly disintegrating, despite improving prerequisites for social integration. For Durkheim, the society integrates in a mechanical and in an organic way. Individuals in their interactions gradually habituate new rules. These are institutionalised into system structures and so integrate society mechanically from the bottom up. When new rules are imposed they restrict behaviours from the top down. Structuralist explanation (Giddens) is circular and does not err in a description of a process that is circular in nature. However, it fails to explain what connects mechanic and organic integration, where they meet and how they really produce the integrative result. |

If you work in an organisation that deals with social, commercial or financial planning – or any type of public policy planning – then you've got wicked problems. You may not call them by this name, but you know what they are. They are those complex, ever changing societal and organisational planning problems that you haven't been able to treat with much success, because they won't keep still. They're messy, devious, and they fight back when you try to deal with them. This paper describes the notion of wicked problems (WPs). It presents the ten criteria they use to characterise WPS, and describes how general morphological analysis (GMA) can be used to structure and analyse such problems complexes. Računsko sodišče je izvedlo revizijo učinkovitosti poslovanja Ministrstva za okolje in prostor (v nadaljevanju: ministrstvo), ki od 10. 2. 2012 nadaljuje z delom kot Ministrstvo za kmetijstvo in okolje in h kateremu so se pridružila delovna področja Ministrstva za okolje in prostor, ki se nanašajo na okolje, pri izvajanju Zakona o vodah in predpisov, izdanih na podlagi Zakona o vodah. |

Po dveh desetletjih gre Slovenija skozi novo sistemsko tranzicijo. Obe je sprožil val nezadovoljstva s političnimi elitami, ko so svojo integriteto zaigrale. Prva tranzicija je prelomila z zunanjimi elitami, druga bo opravila z domačimi. Pomembne so tudi razlike med njima.
